UK EU Trade Agreement
Guidance on how to claim preferential rates of duty on goods covered in the UK’s deal with the EU and how to declare goods imported into the UK on your import declaration can be found here.
We are aware that the guidance for declarations refers to the EU and Customs Notices that no longer exist, but for the time being these are the declarations that should be used. We will advise once new guidance has been issued.
Exporters should be aware that they can only claim preference where the goods qualify using the Rules of Origin that apply to their goods which can be found here.
There is no requirement for a UK Certificate of Origin for goods being exported to the EU, but they can be issued if customers request them.
UK Turkey Trade Agreement
A summary of the agreement can be found here.
ATR’s and EUR1’s can no longer be issued for Turkey. A UK Certificate of Origin can be requested but will not be required to claim preference.
If goods crossed the UK border prior to 11:00pm on the 31st December 2020 then it should be possible to issue a retrospective ATR.
Again, Exporters should be aware that they can only claim preference where the goods qualify using the Rules of Origin that apply to their goods which can be found in the guidance.
UK Non-EU Countries Trade Agreements
These are the countries where we can now issue the new UK-EUR1. A list of the countries where they can be used can be found here.
Where these agreements refer to a certificate of origin being needed to claim origin, they are in fact referring to an UK-EUR1 which for preference purposes is a certificate of origin.
Again, Exporters should be aware that they can only claim preference where the goods qualify using the Rules of Origin that apply to their goods which can be found in the guidance.
Exporters should be aware that the origin rules can be different in each agreement, so they need to ensure their goods meet the rules of origin for each country they are exporting to using an UK-EUR1.
